It's what some call "Boogie Bass" and is the basis for blues when you throw in a minor 7th and play different turn around points. 1-3-5-6-8-6-5-3-1 or 1-3-5-6-7m-6-5-3-1 .

that's a blues progression scale, not jazz. And for a beginner, it'd be much easier to incorporate the open D instead of actually reaching the fifth fret

really you want a beginner to learn this? its like doing a complete floor set for a gymnast who's not a gymnast yet. i say a simple scale routine with the metronome started of really slow working the speed up by daily practice. speed has no essence. Has to be accurate and notes clear.

Try to get the book : Bass-Fitness-Exercis ing by Josquin-Pres. It will help to increase your finger speed. The lessons in there are very cool. I use this myself and I like it.
