kb3, Kg3, kxb2, Pa4/Pc4, kc3, Pa5/Pc5, kd4 creating a fork threatening to move towards white's pawn or to protect black's pawn. Whatever white does black can then create a draw by choosing the appropriate option- I think

How does Black draw the final position? Every way I think of it, White gets to bring the King to defend the pawns or gets a pawn 1 step in front of black.

No in both the first 2 cases the white would win. Because there is no point in moving the white king towards the black pawn when he is already moving his white pawn towards the edge.
