Surging is an intentional decision to take the race to a higher level of pace for a predetermined length of time. Designed to break away from trailing runner, eliminate drafting athletes and crush any thought of winning from you opponents.
The Surge move starts from the front unlike the pass.
The lead runner separate with a definite and conscious effort to break away with harder running.
Both athletes are working together to break away from a trailing pack.

If these two athletes were not from the same team, they would surge against each other later in the race trying to drop the last opposition from winning the race.

Notice the rhythm change on the surge is sudden. Starts with the arms and catches the opposition by surprise.
By the time a trailing runner can react, the gap is widened and it is easier to back off.
