The first step is to cut back on late night carbohydrates, because in most people these carbs get stored and are not used for energy, and therefore they are stored potentially as fat, or they prevent other things from happening properly. So that's why you go to bed with a heavy stomach, you may not sleep properly, things may not be 100%. So you just want to cut back on the late night heavy carb action as much as possible. Instead make the majority of any meal within the two to three hour window before bedtime to be protein and green vegetable based; egg whites and broccoli, chicken and stream beans. That's fine.

The next is you want to cut back on high sugar drinks, especially diet soft drinks, because these will create an insulin spike and/or help the body retain water underneath the skin, otherwise known as subcutaneous water. It usually goes right into the general problem areas for most people.
So for a lot of women, that's the hip, butt, thigh area, sometimes in the lower legs and the ankles. Others, in guys, it will be in the stomach. So you want to do that, and it's by cutting back on those and drinking sufficient amounts of water in replacement, such as minimum eight glasses of water a day or whatever the RDA minimum are for you body. When you lean and shed the puffy extra water that's under the skin, that will add resistance training.
Make sure you emphasize the legs, whether you use free weights, body squats, or you like to go swim, that's fine. You can also just do of course cardios as well with leg exercise, such as bicycling, light jogging, hiking for a good distance, or backpacking. All of those are great exercise to build your legs up and tone and slim down your thighs.
Of course, make sure you have prior medical approval and just remember that it is possible on the scale to weigh the same, but you will be getting so much stronger, you will actually take up less space, therefore you are toning and slimming your thighs in the process.
So again just remember that, it is possible to keep the same weight if you are eating and drinking properly. You will therefore get more muscular, take up less space, and you might be even able to drop a clothing size or two depending on where you are.
The fourth and perhaps the most important thing you can do to get started to slimming your thighs is have fun. Do what you can to find ways to make exercise enjoyable. You can train with your friends, you can work out of in front of the TV. You can join a new gym. You can take up a new sport that you have always wanted to. There are lot of, lot of exercises and options you can do to make it fun.
Then things that are like on the boring side, like you may not want to eat egg whites and broccoli every night before bed. That's understandable. Take a cooking class or go online and find some recipes that make healthy food more tasty.
