If the walls are damp, spray on four parts water to one part bleach to kill any mold. Then use special mildewcide paint that kills mildew and prevents it from coming back. After cleaning the concrete floor, spray on a muriatic acid solution. This will etch the concrete for painting.
For a strong bond, be sure to use concrete paint with a polymer additive. Modular wire shelving is a great way to add storage. Consider a new washer and dryer. New washers save a lot of water, and a new dryer, natural gas or propane is gentler on clothes than an electric model. A few easy projects, and who knows, you may even look forward to doing all that laundry.
