You start out by forming a loop in your line, like this. Then you hold onto it with your thumb and your index figure of your left hand. Then you grab the tag end, and you pass it over the standing part, and then you grab it and pass it under, so you basically just wrap it around the standing part. Then you place it in here and you hold onto it with your thumb and your index figure. So basically you just formed a loop, wrapping around the standing part.
Now you switch hand and hold on to the crossover with your right hand, with your thumb and your index finger. Then you can take the tag end and pass it under the loop, and then down here, you will get a little gap, and above the end of the loop, and you can put the tag end through that gap. You can see it here a little better, if I just do like this, you can see the gap here. I put the tag end through that gap, like that. It comes out here.
Now you are going to switch hand again. The final step is to take the tag end and put it through the loop that we created first, so that it comes out on the same side as the standing part. Then you can let go of everything, and if you pull the tag end, you tie in a knot there. Now when you pull the standing part, the noose will slide down or tighten, to whatever you have attached, a lure or a hook or a slinger, whatever, and that is how you tie a Double Overhand Noose.
