Do all duct's have a damper? Two rooms, both on the top floor (2 story house) but on different ends of the house have heat but very little heat. I am not sure which ducts go upstairs.

This guy should be using aluminum foil tape not duck tape! What a hack job. You should also use a good rubber or foam surround for the vent so there is no adhesive failure.

If air leaks out of the duct in your basement it never leaves the house so are you really loosing the air?
