The guy in the Video is Rémi Gaillard. He is a famous "small criminal". He has other videos where he taunts the police and such. He is know as the man who invites himself on television. As an Imposter, he walked on the fields of many french sports matches (soccer, rugby, volley, handball, tennis, ...) and behaves like one of the players of that game. ATot he guy about paying at the second window. The Mcdonalds where I live you still have to pay at the first window. So it could work. But theft of 5$ doesn't really seem worth the risk, let alone if they get your license plate number. But thansk for recording it :P
