Dont blow directly in the hole between the thumbs, you have to put your upper lip on the nuckles of your thumbs. Thats what makes it work

How to whistle with two hands. Start with both hands cupped, place your right hand at the base of your fingers of your left hand and make an air tight seal. Close your hands together and wrap the fingers of your right hand over the web of your thumb on the left hand. Leave a pocket of air between your palms. Make sure to seal all holes except for a small opening beneath the knuckles of your thumb. Bring your knuckles to your lips and blow steadily as if you are blowing soap bubbles from a ring. Change the air of the air pocket and how hard you blow it to change the pitch.
Now you know how to whistle with two hands.
