As a business professional who travels frequently, and a mother with a very curious toddler there is a way a parent can use a tether or leash safely. All it takes when you are alone in a large unfamiliar city with your child is to look away for one second and your child can be gone. For myself, this is for the safety of my toddler who would rather walk than ride in a stroller. Our tether keeps us together, no one gets pulled or jerked, we still hold hands, she still listens and for the most part follows direction however, this way she is attached to me and less likely to be pulled or snatched from me. I think perhaps speaking to a mother who has lost a young child due to moment of her attention being pulled away from her child - and ask her that now if she could use a tether would she. I have a friend who experienced a loss of a toddler - she just took her vision off her child for one moment and that split second ruined her life and she lost her child.
