Create new layer above, then lock image layer.

Select the pen tool, discard the inner colour.

Now you start tracing your image using the Pen Tool.

Create new layer in the middle of the other two.

Select a colour then discard the outer colour.

[Demo]

Start the following the lines to colour it in.

It does not matter what colours you choose, you can always change them later on.

Create new layer above colour layer for shadows.

[Demo]

Now start using the Pen Tool where the shadows go.

Then add a few more effects.
