My answer, which also works, is: He arrived at the police station at QUITTING TIME, not starting time, and missed saying goodbye to his fellow officers, because he was a bit late, so he just sighed and went home.

A police officer arrived at the station slightly later than he had intended. He didn't start working and just looked at his watch, he sighed, then he went home. Why didn't he work?

Think about it again. A police officer arrived at the station slightly later than he intended to. He didn't start working though, he just looked at his watch, sighed, and he went right home. Why didn't he work?

Here is the solution to the policeman.

When he arrived at the station little later than he intended, it wasn't the police station, it was a train station. And it was his was day off and he missed his train.
