which side is the negative and which side is the positive because when i put my battery in the test and evrything works but wen i plug in nothin happens is this right or do i have to wait for the flashing light to come on

HM.. guys I bought a charger that looks just like that but it cost me US $2.5. It looks pretty familiar seeing the functionality. Please tell me does it cost so cheap?
